Board of Directors Meetings 10/30/03, 7:45 A.M. Pursuant to the e-mail notification dated October 16, 2003, the October Heartland Apartment Association Board of Directors meeting was held at the above stated date and time at the offices of Oddo Development Co., 8460 Nieman Road, Overland Park, KS. Board members present were: Doug Price, Rick Oddo, Lee Harris, Mike Cassin, Jim Adams, and Ralph Lewis. Also present was Sam Alpert. (Ward Katz, Chris Erdley, Dennis Watts, Jim Beverlin, Bill Charcut, Nick Moos, Ron Nolan, Ken Riedemann, and Jerry Miller were absent.) Doug Price called the meeting to order. The minutes of the last meeting on 09/25/03, which had been previously circulated, were reviewed and approved by those present. FHEO/ HUD - Sam Alpert reported that the HUD response to his most recent letter, copies of which were submitted as a part of the meeting package for review by the Board, was little more than a total "stonewalling". After discussion, it was determined that if HAA expects to make any headway on this issue there needs to be more engagement with key congressional oversight officials. In order to enhance these efforts it would be desirable to seek assistance from the National Multi Housing Council, who can provide regional information for the entire country, while helping to facilitate key Washington contacts. KCMO FIRE INSPECTION FEE SCHEDULE - Sam Alpert reported that a persistent letter writing campaign has finally had the effect of forcing an initial meeting the week of November 3rd with the Mayor, City Manager, Councilwoman Deb Hermann, and the Fire Chief. Alpert was advised that he was to be the only owner representative in attendance at the initial meeting, and it is not clear at this juncture what to expect. While some owners received written form letter responses to their respective letters to the Mayor, Lee Harris received an invitation to meet in person to discuss the issue at a later date. OVERLAND PARK STORM WATER UTILITY - Doug Price reported that after meeting with the OP Public Works engineering staff, there appears to be agreement that HAA's fee assessment methodology is sound enough to request the OP City Council to consider revamping the current fee schedule. While the staff generally recognizes the fairness of HAA's approach, they are reluctant to actively advocate a change that would result in a great deal of additional work for the Public Works Department. Sam Alpert has requested that Larry Winn submit the necessary written request to get on the OP City Council Public Works Committee docket as soon as possible. JOHNSON COUNTY WASTE WATER - Sam Alpert reported that he had been summoned to meet on the afternoon of November 30th w/ JOCO Chairwoman Surbaugh and the county's hired consultant, Springsted, Inc. of Minneapolis. It is anticipated that a report on the rate setting on billing practices of JWD will be available by the end of November. The findings will be made available to the HAA, as well as submitted to the JOCO Board of County Commissioners for them to act upon. JOCO ENVIRONMENTAL SWIMMING POOL INSPECTIONS - Sam Alpert submitted follow-up correspondence with JOCO Environmental for discussion. He said it is important that additional letters be written and that HAA and AAKC generate adequate testimony in opposition when the issue come before the JOCO Board of County Commissioners. Sam Alpert requested the Board to follow-up on the voter registration program per the delegation of responsibility set out at the September 25th meeting. Doug Price and Sam Alpert submitted a draft 2004 HAA operating budget for preliminary discussion and final approval at the next scheduled Board of Directors meeting. Ralph Lewis reported that he is being considered to serve on the "Sunflower Commission". Those in attendance encouraged Lewis to pursue a seat on the Commission. Doug Price requested that the KCMO Occupational License issue appear on the next meeting agenda for discussion. It was generally felt that HAA action in addressing this issue is appropriate. Doug
Price reported that a JOCO personal property tax audit has once again
called the practices of the JOCO Appraiser's office into question.
This issue will appear on the next meeting agenda for further discussion. There
being no further business to come before the Board of Directors, the
