Minutes of the Heartland Apartment Association
Board of Directors Meetings

8/30/01, 7:45 A.M.

Pursuant to the memorandum dated August 14, 2001, the August Heartland Apartment Association Board of Directors meeting was held at the above stated date and time at the offices of Midland Property Management, 2001 Shawnee Mission Parkway, Mission Hills, Kansas.

Board members present were: Jerry Miller, Lee Harris, Doug Price, Ron Nolan, Chris Erdley, Brent Blake, and Ralph Lewis. Also present were: Bob Wise, Chris Curtin, Kent Glasscock and Sam Alpert. (Bill Charcut, Nick Moos, Rick Oddo, Ken Riedemann, and Ward Katz were absent.)

Doug Price called the meeting to order.

The minutes of the last meeting on 07/26/01, which had been previously circulated, were reviewed and approved by those present.

The July financial statement, which had been previously circulated, was reviewed and approved by those present.

Doug Price reported that negotiations with the AAKC on merging with the HAA are on track and that the consolidation should occur within the next few months. Lee Harris made a motion that the Board hire an attorney (at Doug Price’s discretion) to review and finalize the merger documentation. There was a second to the motion and it passed unanimously.

Sam Alpert presented the August Legislative Activity Report (see attached) for review.

Chris Curtin was introduced by Lee Harris. Mr. Curtin related his experience with regard to dealing with the Kansas Corporation Commission on water sub-metering. He briefed the Board on the history of the sub-metering controversy prior to the arrival of Kansas House Speaker Kent Glasscock.

Upon the arrival of Kansas House Speaker (and declared gubernatorial candidate) Kent Glasscock, Doug Price and Sam Alpert welcomed him and introductions of everyone in attendance was made. Mr. Glasscock joined in the discussion on water sub-metering and made a number of recommendations to those in attendance. The discussion with Mr. Glasscock continued on to the issue of “forced access” and concerns about the Kansas State Fire Marshal overreaching his intended jurisdictional enforcement powers. Mr. Glasscock urged the HAA to remain actively engaged with respect to all of the issues that were discussed.

The next regularly scheduled meeting of the HAA Board of Directors is to be held on Thursday, September 27, 2001, 7:45 A.M. at the offices of Midland Property Management, 2001 Shawnee Mission Parkway, Mission Hills, Kansas.

There being no further business to come before the Board of Directors, the meeting was adjourned at approximately 10:00 a.m.
