Minutes of the Heartland Apartment Association
Board of Directors Meetings

04/26/07, 8:00 A.M.

Pursuant to the e-mail notification dated April 16, 2007, the April Heartland Apartment Association Board of Directors meeting was held at the above stated date and time at the HAA offices, 2405 Grand, Suite 106, Kansas City, MO 64108.

Board members present were: Doug Price, Lee Harris, Rick Oddo, and Scott Buescher. Also present was Sam Alpert. (Chris Erdley, Ralph Lewis, Ken Riedemann, Bill Charcut, Jerry Miller, Jim Adams, Dennis Watts, Jim Bowers and Ward Katz were absent.)

Doug Price called the meeting to order.

The minutes of the February 22nd meeting were reviewed and discussed only in the absence of a quorum.

LEAWOOD KS DENIAL OF APARTMENT ZONING - Rick Oddo reported that he had been improperly denied specific zoning previously approved for the construction of a new apartment community. Those present agreed that this matter would merit close attention , as it has such far reaching implications for the entire region.

RENTAL REGULATION - Sam Alpert reported that he had met with Dan Schmelzinger, the newly hired KCMO "Rental Housing Administrator", who had indicated that he needed to do significant research into the need for additional regulation before proceeding with any given program. Alpert also reported that the Mission KS rental licensing program would commence sometime after July 1st, while North Kansas City, Overland Park, Shawnee, and Lenexa are all still considering how to best proceed with a recommendation for additional regulation. Alpert also indicated that he is systematically meeting with incoming KCMO City Council members to register HAA concerns pertaining to this matter, as well as the KCMO Business License dispute.

KCMO CLIMATE PROTECTION / DOWNTOWN APARTMENT RECYCLING / JOCO ENVIRONMENT SOLID WASTE - Sam Alpert reported that climate protection and solid waste management concerns on both sides of state line are likely to result in recommendations for increased recycling participation within apartment communities. It is likely that a KCMO downtown apartment / condominium recycling pilot program will be undertaken by the City within the next several months. Primary concerns of those present included obtaining assurance that any program undertaken would be revenue neutral for property owners, as well as not creating any additional unnecessary property management burden.

MAYORAL INAUGURATION MAY 4TH - Sam Alpert reported that he had provided funding to sponsor the inaugural gala on May 4th. He and Doug Price would attend the VIP reception on behalf of the HAA.

VENDOR SOLICITATION & MEETING W / KCRAR COMMERCIAL DIVISION - Sam Alpert inquired as to whether special vendor solicitation letters were being sent out by our respective member firms. Only a couple of our management companies had begun sending out the request for financial support of on-going KCMO "Business License" litigation, and to date their effort had received a favorable response.

HAA 2007 / 2008 ELECTION OF BOARD OF DIRECTORS - Sam Alpert submitted a recommended slate of HAA officers and directors for the coming year. In the absence of a quorum, Alpert was directed to circulate the slate to be officially approved at the May 31st Board meeting.

The next regularly scheduled meeting of the HAA Board of Directors will be May 31, 2007.

Another special meeting of the HAA Board (to meet with 4th district at-large candidate Doug Gamble) was scheduled for March 22nd. Sam Alpert urged as many as possible to attend. The next regularly scheduled meeting of the HAA Board of Directors will be April 26, 2007.

There being no further business to come before the Board, the meeting was adjourned at approximately 9:30 a.m.
