Minutes of the Heartland Apartment Association
Board of Directors Meetings

4/26/01, 7:45 A.M.

Pursuant to the memorandum dated April 11, 2001, the April Heartland Apartment Association Board of Directors meeting was held at the above stated date and time at the offices of Midland Property Management, 2001 Shawnee Mission Parkway, Mission Hills, Kansas.

Board members present were: Jerry Miller, Lee Harris, Ron Nolan, Doug Price, Chris Erdley, and Ward Katz. Also present were: Jim Beverlin, Rick Odo, Chris Koettker, Bob Wise, Brent Blake, Ralph Lewis, Kyle Scott, Peter Engelman, and Sam Alpert. (Greg Bates, Lenny Ozar, Ken Riedemann, and Bill Charcut, Nick Moos, and Nancy Smith were absent.)

Jerry Miller called the meeting to order, and members and guests introduced themselves.

The minutes of the last meeting on 03/29/01, which had been previously circulated, were reviewed and approved by those present.

The March financial statement, which had been previously circulated, was reviewed and approved by those present.

Bob Wise and Chris Koettker, representing American Sterling Insurance Company, presented an owner-procured renters insurance concept for group discussion. Many of those present felt that the concept as presented would be difficult to implement within a competitive market environment.

Sam Alpert reported on the April legislative activity (see attached).

Lee Harris reported on behalf of the nominating committee and submitted a draft election ballot containing a slate of officers and directors for 2001/2002 (see attached) for Board approval. The slate was approved to be submitted to the general membership for a vote.

Sam Alpert reported that conditions in Kansas City, Missouri have not improved for the development community. Lee Harris requested specific information from the group, which would support observations to be related to Mayor Kay Barnes at a meeting the first week of May. Sam Alpert will submit a list of talking points to be utilized at the Mayor's meeting.

Jerry Miller reported that no progress had been made with respect to consolidating HAA and AAKC. There is to be further exploration of the matter in the weeks to come.

Jerry Miller suggested that there be follow-up with respect to expediting eviction proceedings in Jackson County.

Lee Harris requested that the HAA schedule inviting Kansas House Speaker, Kent Glasscock, accompanied by Chris Curtin, to discuss sub-metering and other housing policy issues.

Jerry Miller reported that a Kansas City, Kansas property which his firm manages, was recently subjected to a burdensome city codes inspection. He indicated that this should be a reminder as to why we need to remain vigilant with respect to this type of imposition.

Sam Alpert distributed an extensive list of vendors with whom HAA members do business. The list is to be used to recruit new vendor members to the HAA.

The next regularly scheduled meeting of the HAA Board of Directors is to be held on Thursday, May 31, 2001, 7:45 A.M. at the offices of Midland Property Management, 2001 Shawnee Mission Parkway, Mission Hills, Kansas.

There being no further business to come before the Board of Directors, the meeting was adjourned at approximately 9:30 a.m.
