Board of Directors Meetings 03/27/08, 8:00 A.M. Pursuant to the e-mail notification dated March 17, 2008, the March Heartland Apartment Association Board of Directors meeting was held at the above stated date and time at the HAA offices, 2405 Grand, Suite 106, Kansas City, MO 64108. Board members present were: Lee Harris; Rick Oddo, Chris Erdley, Dennis Watts, Bill Charcut, Ralph Lewis, and Scott Buescher. Also present were Lenora Carpenter, Steve Howe and Sam Alpert. (Jerry Miller, Jim Bowers, Doug Price, Ward Katz, and Ken Riedemann were absent.) In Doug Price's absence Sam Alpert convened the meeting and introductions were made. STEVE HOWE for JOCO D.A- Sam Alpert introduced Steve Howe, Republican candidate for Johnson County District Attorney. Mr. Howe presented his views on general law enforcement initiatives he believes are necessary to sustain high quality of life community standards. Upon completing his presentation and requesting campaign support, Mr. Howe departed the meeting. The minutes of the February 28, 2008 meeting were reviewed and approved by those present. KCMO BUSINESS LICENSE LITIGATION- Sam Alpert reported that talks are ongoing with KCMO Councilwoman Deb Hermann toward seeking a possible resolution that would eliminate the current "gross receipts" method of assessment. KCMO FIRE INSPECTION FEE REFUNDS - As reported last month, Sam Alpert indicated that official refund notification letters had gone out to business and property owners throughout the city . It had become a matter of "cost benefit" for many who had to weigh the merit of having to retrieve archived canceled checks in order to apply for a refund. There will be a measure of response in July to determine if further affirmative action by KCMO may be required to refund unclaimed improperly collected fees. FOLLOW-UP ON LENEXA, MISSION, and OVERLAND PARK RENTAL REGISTRATION INITIATIVES - Sam Alpert asked to be kept apprised of any and all enforcement inconsistencies. Rick Oddo suggested that the HAA endorse a quality rating designation in Overland Park that would require minimum annual training for rental housing providers, who would in turn receive a "gold star" property certification that could be used for advertising purposes. The Board agreed that this would be a reasonable good faith measure. NKC PROPOSED RENTAL LICNSING - Sam Alpert reported that NKC city officials are holding monthly meetings, at which they are reading verbatim (to landlords in attendance) from the recently adopted property maintenance and nuisance code. He noted that few local amendments to the national model had been introduced, and that it appears as though the city is laying the groundwork for tighter rental regulation. NEW BUSINESS - Chris Erdley suggested that it is time to reconnect with public officials to whom HAA had previously provided support . It was agreed that we should begin scheduling invitations to future meetings with the intent of engaging in some substantive policy discussion. The next regularly scheduled HAA Board of Directors meeting will be held on Thursday, April 24, 2008. There being no further business to come before the Board, the meeting was adjourned at approximately 9:15 a.m. | |
