Board of Directors Meetings 3/27/03, 7:45 A.M. Pursuant
to the e-mail notification dated March 17, 2003, the March Heartland
Apartment Association Board of Directors meeting was held at the above
stated date and time at the offices of Oddo Development Co., 8460 Nieman Road, Overland Park, KS. Board
members present were: Doug Price, Bill Charcut, Rick Oddo, Lee Harris,
Brent Blake, and Dennis Watts. Also present was: Sam Alpert.
(Ralph Lewis, Chris Erdley, Nick Moos, Ward Katz, Ron Nolan, Jim
Adams, Jerry Miller and Ken
Riedemann were absent.) Awaiting
Doug Prices arrival, Bill Charcut called the meeting to order. The
minutes of the last meeting on 02/27/03, which had been previously
circulated, were reviewed and approved by those present. FHEO/ HUD-
Sam Alpert reported
had previously reported that he and Doug Price met with Macie Houston, HUD
regional director, and had begun a dialogue toward mutually planning a
panel discussion on specific concerns about the process through which Fair
Housing claims are handled. Subsequent
to the last meeting of the Board it was agreed to proceed with a
half day meeting to be held on May 15th. Select attendees will
include representatives from both market-rate and low-to-moderate income
properties, FHEO practicing attorneys, HUD, MHDC, and U.S. Congressional
staff from this region. KCMO
ELEVATORS- Sam
Alpert reported that the Missouri elevator
inspection and certification regime has been officially returned to
KCMO. The action became official on March 18, 2003. JOHNSON COUNTY WASTE WATER-
Sam Alpert reported that in
addition to apartment owners concerns over confusing service fee
assessments, a great deal of taxpayer
anger is being directed at Johnson County over the way in which the Waste
Water District is billing county residents.
A public hearing before the Board of County Commissioners was to take
place on the afternoon of March 27th . OVERLAND
PARK STORM WATER UTILITY- City
officials have responded to HAAs analysis that it is their belief that
if the current billing structure were to be modified, it would result in
higher ERU billings to all classes. Upon review of a city breakdown
of parcels relative to unit densities, HAA has requested further
discussion with OP officials. The purpose of these talks is to
determine the
possibility of an incremental revenue neutral shift of user fees from the
highest density residential parcels (apartments) to the lowest density
residential parcels (large single family and estate lots). NEW BUSINESS-
At
the February Board meeting, Jim Adams requested that both AAKC and HAA get
actively involved in Habitat for Humanity. This will be taken up as an
agenda item for discussion at a future Board meeting. The
next regularly scheduled meeting of the HAA Board of Directors is to be
held on Thursday, April 24, 2003, 7:45
