Board of Directors Meetings 02/22/07, 8:00 A.M. Pursuant to the e-mail notification dated February 12, 2007, the February Heartland Apartment Association Board of Directors meeting was held at the above stated date and time at the HAA offices, 2405 Grand, Suite 106, Kansas City, MO 64108. Board members present were: Doug Price, Lee Harris, Dennis Watts, Rick Oddo, Ralph Lewis, and Jim Bowers. Also present were Alvin Brooks, Bev Livingston, Sam Scarfino, Cindy Wienel, Scott Buescher, and Sam Alpert. (Chris Erdley, Ken Riedemann, Bill Charcut, Jerry Miller, Jim Adams, and Ward Katz, were absent.) Sam Alpert called the meeting to order and introductions were made. DISCUSSION W / ALVIN BROOKS, KCMO MAYORAL CANDIDATE - Sam Alpert opened the discussion, summarizing a number of key policy concerns shared by those present, and then asked Councilman Brooks to take the opportunity to inform the group of his approach to serving as mayor of KCMO. He briefly spoke on his governing philosophy with respect to crime, public education, neighborhood revitalization, economic development, and general fiscal responsibility. This was followed by an open discussion on concerns of those in attendance. Topics included rental property (over)regulation, business license fee fairness, and the underlying perception of the business community that policy decisions are creating a hostile business economic development environment. Examples were given of our owners' businesses relocating to neighboring municipalities as a cumulative result of KCMO's apparent disregard for its small to medium sized employers. Upon completing this discussion, Mr. Brooks and his campaign assistant, Bev Livingston, expressed their appreciation and requested support from the HAA, and they departed the meeting. The minutes of the last meeting on 01/25/07, which had been previously circulated, were reviewed and approved by those present.. RENTAL REGULATION - Sam Alpert reported that since the last meeting , NKC had held a "lively" public hearing on proposed new codes enforcement efforts, to which citizens and the news media had reacted fiercely in opposition. Sam Scarfino, a founder and principal leader of the NKC Landlords Association, also present, spoke of his frustration with the city's failure to conduct an open discourse with key stakeholders before embarking on such an ambitious and "over-reaching" new initiative. There will be further testimony taken at a public hearing set for March 6th. Sam Alpert reported on an exchange he had with Skip Moon of Overland Park regarding newly proposed regulation for "scattered site" rental housing. He also reported that he had no knowledge of any actions that had been taken in Mission, KS subsequent to its adoption of a new rental licensing ordinance this past December. Dennis Watts indicated that the AAKC is planning to host a quarterly legislative meeting at which the Mission codes administrator will be asked to address specific concerns regarding scheduling routine inspections. SOLICITATION & MEETING W / KCRAR COMMERCIAL DIVISION - Sam Alpert
inquired as to whether special vendor solicitation letters were
being sent out by our respective member firms. Only a couple of
our management companies had begun sending out the request for financial
support of on-going KCMO "Business License" litigation. It was generally
agreed that everyone would follow through with this targeted solicitation.
In a related effort, Sam Alpert reported that he had met with the
KCRAR Commercial Division and had requested a significant financial
contribution be made toward this litigation that potentially affects
all passive owners of income producing real estate. SUPPORT OF JOCO WATERONE BOARD MEMBER ROBERT OLSON- Sam Alpert recommended that individual HAA members financially support Robert Olson in his bid to retain his seat on the WaterOne Board. The next regularly scheduled meeting of the HAA Board of Directors will be March 22, 2007. There being no further business to come before the Board, the meeting was adjourned at approximately 9:45 a.m. | |
